This accessibility statement applies to the Norley Parish Council website.

Norley Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

We want as many people as possible to be able to use this website, including people who use assistive technologies such as screen readers, screen magnification software or keyboard navigation.

How accessible this website is

We know that some parts of the current website are not fully accessible.

Initial accessibility testing has identified issues including:

  • some text does not have sufficient colour contrast against its background;
  • some form controls do not have correctly associated labels, which can make them difficult to identify or operate using a screen reader;
  • some pages contain heading and page-structure issues which may make navigation more difficult for people using assistive technologies;
  • further manual accessibility testing is required to establish whether there are additional issues that cannot be detected by automated testing tools.

Non-accessible content

The content listed below is currently known to be non-accessible.

Colour contrast

Some text and background colour combinations do not provide sufficient contrast.

This can make text difficult to read for people with low vision or colour-vision deficiencies.

This does not meet WCAG 2.2 success criterion 1.4.3 – Contrast (Minimum).

Form labels

Some form controls do not have correctly associated labels.

This can make it difficult for screen-reader users to understand the purpose of individual form fields and controls.

This may affect compliance with WCAG 2.2 success criterion 1.3.1 – Info and Relationships, 3.3.2 – Labels or Instructions, and, depending on the individual control, 4.1.2 – Name, Role, Value.

Page structure and headings

Initial testing has identified some pages where heading levels and structural landmarks could be improved.

Incorrect or unclear document structure can make it more difficult for users of screen readers and other assistive technologies to understand and navigate a page.

These issues are being reviewed as part of the Council’s wider accessibility assessment.

Disproportionate burden

Norley Parish Council is not currently claiming that addressing any of the accessibility issues identified above would constitute a disproportionate burden.

If this position changes, an assessment will be carried out in accordance with the accessibility regulations and this statement will be updated.

What we’re doing to improve accessibility

Norley Parish Council is reviewing the accessibility of the existing website and considering options for improving its digital services.

A proposal has been prepared for the redevelopment of the Council website, under which accessibility would be incorporated into the design and development process and the replacement website would be designed and tested against WCAG 2.2 Level AA.

No decision on that redevelopment should be inferred from this statement.

In the meantime, known accessibility issues on the existing website will be reviewed and prioritised where reasonably practicable.

This Accessibility Statement will be updated as further testing is completed and whenever significant changes are made to the website.

Preparation of this accessibility statement

This statement was prepared on 11 October 2026.

It was last reviewed on 11 October 2026.

The website was last tested on 11 October 2026 against selected WCAG 2.2 AA requirements.

Initial automated testing was carried out on representative areas of the website, including the homepage and Agendas section, using accessibility testing tools including WAVE and AccessibilityChecker.org.

The testing identified issues including insufficient colour contrast and missing form labels. It also identified structural and heading-related matters requiring further review.

Automated accessibility testing cannot identify every WCAG issue. Further manual testing is therefore required before a complete WCAG 2.2 AA conformance assessment can be made.
